Since the dawn of molecular biology, cancer therapy has focused on druggable targets. Despite some remarkable successes, cell‐level evolution remains a potent antagonist to this approach. We suggest that a deeper understanding of the breakdown of cooperation can synergize the evolutionary and druggable‐targets approaches. Complexity requires cooperation, whether between cells of different species (symbiosis) or between cells of the same organism (multicellularity). Both forms of cooperation may be associated with nutrient scarcity, which in turn may be associated with a chemiosmotic (...) metabolism. A variety of examples from modern organisms supports these generalities. Indeed, mammalian cancers—unicellular, glycolytic, and fast‐replicating—parallel these examples. Nutrient scarcity, chemiosmosis, and associated signaling may favor cooperation, while under conditions of nutrient abundance a fermentative metabolism may signal the breakdown of cooperation. Manipulating this metabolic milieu may potentiate the effects of targeted therapeutics. Specific opportunities are discussed in this regard, including avicins, a novel plant product. (shrink)

The emergence of nanotechnology, and specifically nanobiotechnology, raises major oversight challenges. In the United States, government, industry, and researchers are debating what oversight approaches are most appropriate. Among the federal agencies already embroiled in discussion of oversight approaches are the Food and Drug Administration , Environmental Protection Agency , Department of Agriculture , Occupational Safety and Health Administration , and National Institutes of Health . All can learn from assessment of the successes and failures of past oversight efforts aimed at (...) emerging technologies. This article reports on work funded by the National Science Foundation aimed at learning the lessons of past oversight efforts. The article offers insights that emerge from comparing five oversight case studies that examine oversight of genetically engineered organisms in the food supply, pharmaceuticals, medical devices, chemicals in the workplace, and gene therapy. Using quantitative and qualitative analysis, the authors present a new way of evaluating oversight. (shrink)

Rules are meant to apply equally to all within their jurisdiction. However, some rules are frequently broken without consequence for most. These rules are only occasionally enforced, often at the discretion of a third-party observer. We propose that these rules—whose violations are frequent, and enforcement is rare—constitute a unique subclass of explicitly codified rules, which we call ‘phantom rules’ (e.g., proscribing jaywalking). Their apparent punishability is ambiguous and particularly susceptible to third-party motives. Across six experiments, (N = 1440) we validated (...) the existence of phantom rules and found evidence for their motivated enforcement. First, people played a modified Dictator Game with a novel frequently broken and rarely enforced rule (i.e., a phantom rule). People enforced this rule more often when the “dictator” was selfish (vs. fair) even though the rule only proscribed fractional offers (not selfishness). Then we turned to third person judgments of the U.S. legal system. We found these violations are recognizable to participants as both illegal and commonplace (Experiment 2), differentiable from violations of prototypical laws (Experiments 3) and enforced in a motivated way (Experiments 4a and 4b). Phantom rule violations (but not prototypical legal violations) are seen as more justifiably punished when the rule violator has also violated a social norm (vs. rule violation alone)—unless the motivation to punish has been satiated (Experiment 5). Phantom rules are frequently broken, codified rules. Consequently, their apparent punishability is ambiguous, and their enforcement is particularly susceptible to third party motives. (shrink)

In considering the challenges medical educators face in addressing the needs of today's health-care system, it is instructive to review the challenges Abraham Flexner (1910) was called upon to address at the turn of the last century. As Flexner surveyed the state of U.S. medical schools 100 years ago, he found a legacy system of medical education that was failing to prepare 20th-century physicians to meet the evolving needs and expectations of patients. Building on work that considers poststructural approaches in reading classrooms, I engage Lemov and Derrida in a conversation about the meaning and uses of reading as a classroom practice. This approach asks questions about who gets to read, where, and in what ways. Within this conversation, I aim to open new (...) considerations of reading in classrooms in public schools in the U.S. The article concludes with some possibilities and risks of pursuing these ideas, focusing on the potential of new inquiries into the ‘right’ to read. Hartmann's way of conceiving what he terms "the actual ought-to-be [aktuales Seinsollen]" offers a fruitful approach to crucial issues in the phenomenology of action. The central issue to be dealt with concerns the description of the "constitution" of anticipated possibilities as projects for action. Such potentialities are termed "problematic possibilities" and are contrasted with "open possibilities" in most of the works published by Husserl as well as those published by Alfred Schutz. The description given by Alfred Schutz emphasized that the (...) projecting of possibilities is thoroughly conditioned by the agent's habitual beliefs and interests. Schutz, however left open the possibility that other factors might affect the projecting of courses of action and the choosing of one in preference to others. In particular, he left open the possibility that the agent come to take an interest in possibilities in which she had no prior interest. More recent interpretations of his position on this issue have left this possibility undiscussed or else excluded it altogether. The result has been that a sort of value nihilism (subjectivism, sociologism, lingualism, anthropologism, historicism, psychologism, etc.) came to prevail in the phenomenological description of actions. A quite parallel development occurred in interpretations of Heidegger's account of actions (of "explication [Auslegung]" in the vocabulary of Being and Time). Heidegger expressly and emphatically rejected most ways of conceiving values in discussing the forms of action (circumspection and assertion in the vocabulary of Sein und Zeit). it came quite generally to be assumed that he subscribed to some variation of nihilism regarding values despite his insistence in the "Letter on Humanism" that he meant no such thing. The literature on this subject has concentrated on Scheler's work to the complete exclusion of Hartmann's axiology — as happened in Parvis Ermad's Heidegger and the Phenomenology of Values, His Critique of Intentionality, foreword by Walter Biernel (Glen Ellyn, Illinois: Torey Press, 1981). Scheler's view entails the radical separation of ontic traits from axiotic traits, of what-is from what-ought-to-be. However, for Hartmann, the set of ontic traits that becomes actual when laws about what-ought-to-be are satisfied is identical with the set of traits that ought-to-be, Hartmann's way of conceiving the ought-to-be, the actual ought-to-be, and the three-fold structure of the finalistic nexus seems entirely compatible with Heidegger's way of thinking about actions. They are also an enlightening supplement to Schutz's description of "Choosing Among Projects of Action" (in Collected Papers 1, 67-96). That description requires that choice and action be thoroughly conditioned by psychological, social, and historical facts about the agent. However, nothing of this vital determination of actions is sacrificed when these concepts that are so central to Hartmann's "absolutism" with respect to values are introduced into the description. Their introduction provides an elaboration that Schutz himself neglected, perhaps due to pragmatic deference to biases which were prevalent then in the intellectual climate of philosophy and sociology in the U.S. Still, the transformation they bring is a significant improvement. It shows decisively that being conditioned linguistically, psychologically, socially, and historically does not enclose the choice among projects within a "Hermeneutical Circle" such as would exclude the possibility that agents be open to previously unfamiliar values. Hartmann's conception of the plurality as well as the absoluteness (or "objectivity") of primary goods allows, put in Kantian terms, that an agent may, however rarely, take an interest in possibilities such as she may never before have been interested in at all; or, put in Heideggerian terms, that she may come to care about possibilities such as have never concerned her before. The goal of this project is to argue for ethics as a necessary component of the institutional health. The authors offer an epidemiology of ethics for a large, metropolitan, very-high-research-activity university in the U.S. Where epidemiology of a pandemic looks at quantifiable data on infection and exposure rates, control, and broad implications for public health, an epidemiology of ethics looks to parallel data on those same themes. Their hypothesis is that knowing more about how undergraduates are exposed to ethics will (...) help us understand to what extent they are infected with interest in ethics literacy, and potentially what immunity they develop against unethical and unprofessional conduct. These data also tell a story about the ethical health of institutions: to what extent its members are empowered to cultivate a culture of ethics and inoculated against ethical missteps. The authors argue that pro-ethics inoculation at research institutions is shaped by issues of complexity, connotation, and collaboration. These issues make assessment of where ethics is taught all the more difficult. The methodology used in this project can readily be taken up by other institutions, with much to be learned from inter-institutional comparisons about the distribution of ethics across the curriculum and within the disciplines. Background: Facial proportionality and symmetry are positively associated with perceived levels of facial attractiveness. -/- Objective: The aims of this study were to confirm and extend the association of proportionality with perceived levels of attractiveness and character traits and determine differences in attractiveness and character ratings between "anomalous" and "typical" faces using a large dataset. -/- Methods: Ratings of 597 unique individuals from the Chicago Face Database were used. A formula was developed as a proxy of relative horizontal proportionality, where (...) a proportionality score of "0" indicated perfect proportionality and more negative scores indicated less proportionality. Faces were categorized as "anomalous" or "typical" by 2 independent reviewers based on physical features. -/- Results: Across the ratings for all faces, Spearman correlations revealed greater proportionality was associated with attractiveness ( ρ = 0.292, P < 0.001) and trustworthiness ( ρ = 0.193, P < 0.001), while lesser proportionality was associated with impressions of anger (ρ = 0.132, P = 0.001), dominance (ρ = 0.259, P < 0.001), and threateningness ( ρ = 0.234, P < 0.001). Mann-Whitney U tests revealed the typical cohort had significantly higher levels of proportionality (-13.98 versus -15.14, P = 0.030) and ratings of attractiveness (3.39 versus 2.99, P < 0.001) and trustworthiness (3.48 versus 3.35, P < 0.001). -/- Conclusions: This study demonstrated that facial proportionality is not only significantly associated with higher ratings of attractiveness, but also associated with judgements of trustworthiness. Proportionality plays a role in evoking negative attributions of personality characteristics to people with facial anomalies. (shrink)

The WTO Agreement on Safeguards prescribes each member to adopt appropriate domestic legislation before it imposes safeguard measures. Historically, Jordan enacted its first WTO-compatible safeguard law, known as the National Production Protection Law No.4 of 1998 (“NPP Law”), in 1998 on the eve of Jordan’s accession to the WTO. Afterward, it amended its NPP Law of 1998. So now, Jordan’s safeguard system is based on the amended NPP Law No. 50 of 2002 and Regulation on Safeguard of (...) The United States (U.S.) and Jordan launched negotiations for a free trade agreement in 2000.The US-JO FTA includes a preamble, nineteen articles, three annexes, joint statements, memorandums of understanding, and side letters. In addition to the interesting articles on labor and environment, the US-JO FTA provides the opportunity for Jordanian nationals to come to the U.S. to make investments and participate in trade. Under certain conditions, Jordanian nationals can enter the U.S. to render professional services. The purpose of this (...) article is to examine in detail article 8 of the US-JO FTA which relates to entry of nationals of one party into the territory of the other. The article starts by providing a brief background of the negotiation and conclusion of the US-JO FTA. Then, the article analyzes in detail the specific provision related to temporary entry of nationals. The article draws a comparison between US-JO FTA with the North American Free Trade Agreement (NAFTA) and the more recent trade agreements between the U.S., Oman, Bahrain, and Morocco. Finally, the article observes that although the US-JO FTA, like all US FTAs, is designed to permit temporary entry, without intent to establish permanent residence, of persons, the U.S. should have provided Jordan with special and differential treatment for entry of its nationals. Taking into account the special circumstances of Jordan as a developing country with low-income status, high unemployment rate, and lack of resources, movement of business visitors, investors, intra-company transferees, and professionals should have been dealt with leniency so that the FTA could generate effective and real market access. In his Truth and Probability (1926), Frank Ramsey provides foundations for measures of degrees of belief in propositions and preferences for worlds. Nonquantitative conditions on preferences for worlds, and gambles for worlds and certain near-worlds, are formulated which he says insure that a subject's preferences for worlds are represented by numbers, world values. Numbers, for his degrees of belief in propositions, probabilities, are then defined in terms of his world values. Ramsey does not also propose definitions of desirabilities for propositions, (...) though he is in a position to do this. Given his measures for probabilities of propositions and values of worlds, he can frame natural definitions for both evidential and causal desirabilities that would measure respectively the welcomeness of propositions as items of news, and as facts. His theory is neutral with respect to the evidential/causal division. In the present paper, as Ramsey's foundations are explained, several problems and limitations are noted. Their distinctive virtue – their evidential/causal neutrality – is demonstrated. Comparisons are made with other foundational schemes, and a perspective is recommended from which nonquantitative foundations are not the be all for quantitative theories of ideal preferences and credences. Suicide attack is the most virulent and horrifying form of terrorism in the world today. The mere rumor of an impending suicide attack can throw thousands of people into panic. This occurred during a Shi‘a procession in Iraq in late August 2005, causing hundreds of deaths. Although suicide attacks account for a minority of all terrorist acts, they are responsible for a majority of all terrorism-related casualties, and the rate of attacks is rising rapidly across the globe. During 2000–2004, there (...) were 472 suicide attacks in 22 countries, killing more than 7,000 and wounding tens of thousands. Most have been carried out by Islamist groups claiming religious motivation, also known as jihadis. Rand Corp. vice president and terrorism analyst Bruce Hoffman has found that 80 percent of suicide attacks since 1968 occurred after the September 11 attacks, with jihadis representing 31 of the 35 responsible groups. More suicide attacks occurred in 2004 than in any previous year, and 2005 has proven even more deadly, with attacks in Iraq alone averaging more than one per day, according to data gathered by the U.S. military. The July 2005 London and Sinai bombings, a second round of bombings at tourist destinations in Bali in October, coordinated hotel bombings in Jordan in November, the arrival of suicide bombings in Bangladesh in December, a record year of attacks in Afghanistan, and daily bombings in Iraq have spurred renewed interest in suicide terrorism, with recent analyses stressing the strategic logic, organizational structure, and rational calculation involved. Whereas they once primarily consisted of organized campaigns by militarily weak forces aiming to end the perceived occupation of their homeland, as argued by University of Chicago political scientist Robert Pape in Dying to Win: The Strategic Logic of Suicide Terrorism, suicide attacks today serve as banner actions for a thoroughly modern, global diaspora inspired by religion and claiming the role of vanguard for a massive, media-driven transnational political awakening. Living mostly in the diaspora and undeterred by the threat of retaliation against original home populations, jihadis, who are frequently middle-class, secularly well educated, but often “born-again” radical Islamists, including converts from Christianity, embrace apocalyptic visions for humanity's violent salvation. In Muslim countries and across western Europe, bright and idealistic Muslim youth, even more than the marginalized and dispossessed, internalize the jihadi story, illustrated on satellite television and the Internet with the ubiquitous images of social injustice and political repression with which much of the Muslim world's bulging immigrant and youth populations intimately identifies. From the suburbs of Paris to the jungles of Indonesia, I have interviewed culturally uprooted and politically restless youth who echo a stunningly simplified and decontextualized message of martyrdom for the sake of global jihad as life's noblest cause. They are increasingly as willing and even eager to die as they are to kill. The policy implications of this change in the motivation, organization, and calculation of suicide terrorism may be as novel as hitherto neglected. Many analysts continue to claim that jihadism caters to the destitute and depraved, the craven and criminal, or those who “hate freedom.” Politicians and pundits have asserted that jihadism is nihilistic and immoral, with no real program or humanity. Yet, jihadism is none of these things. Do we really understand the causes of today's suicide terrorism? Do suicide attacks stem mainly from a political cause, such as military occupation? Do they need a strong organization, such as Al Qaeda? What else could be done to turn the rising tide of martyrdom? (shrink)

The main features of how to build a Born’s Reciprocal Gravitational theory in curved phase-spaces are developed. By recurring to the nonlinear connection formalism of Finsler geometry a generalized gravitational action in the 8D cotangent space (curved phase space) can be constructed involving sums of 5 distinct types of torsion squared terms and 2 distinct curvature scalars ${\mathcal{R}}, {\mathcal{S}}$ which are associated with the curvature in the horizontal and vertical spaces, respectively. A Kaluza-Klein-like approach to the construction of the curvature (...) of the 8D cotangent space and based on the (torsionless) Levi-Civita connection is provided that yields the observed value of the cosmological constant and the Brans-Dicke-Jordan Gravity action in 4D as two special cases. It is found that the geometry of the momentum space can be linked to the observed value of the cosmological constant when the curvature in $\mathit{momentum}$ space is very large, namely the small size of P is of the order of $( 1/R_{\mathit{Hubble}})$ . Finally we develop a Born’s reciprocal complex gravitational theory as a local gauge theory in 8D of the $\mathit{deformed}$ Quaplectic group that is given by the semi-direct product of U(1,3) with the $\mathit{deformed}$ (noncommutative) Weyl-Heisenberg group involving four $\mathit{noncommutative}$ coordinates and momenta. There must be additional ways in which the same or similar points can be expressed. Another review of Kant, Paton, Taylor, and Kenner would no doubt produce a somewhat different result. Is the no-minimum claim true? I have argued that it is not. Andrew Cullison contends that my argument fails, since human sentience is variable; while Michael Schrynemakers has contended that the failure is my neglect of vagueness. Both, I argue, are wrong.

In a series of important papers, Justin D’Arms and Daniel Jacobson argue that all extant neo-sentimentalists are guilty of a conflation error that they call the moralistic fallacy. One commits the moralistic fallacy when one infers from the fact that it would be morally wrong to experience an affective attitude—e.g., it would be wrong to be amused—that the attitude does not fit its object—e.g., that it is not funny. Such inferences, they argue, conflate the appropriateness conditions of attitudinal responses with (...) the fittingness conditions of the associated evaluative properties. Further, they argue that moral considerations are irrelevant for determining if amusement fits its object. We agree that a strong moralizing of humor is wrongheaded and that jokes can be quite funny even in cases where we have a compelling moral reason to not be amused. However, we argue that pace D’Arms and Jacobson moral considerations can be relevant for property ascription. On our view, in order for a joke to be funny, a properly sensitive agent must take herself to have a contributory reason to be amused, and in some cases that she lacks such a reason is best explained by appeal to moral considerations. We use this constraint as the basis of what we call our modest proposal for a modest sentimentalism. (shrink)

Merrill, Booker and Fivush examine the social functions associated with transmitting intergenerational narratives to adolescents and emerging adults and how these family stories affect identity formation in early adulthood. Merrill et al. observed that the intergenerational stories of parents’ transgression and proud moments told by adolescents and emerging adults operate as a way to transmit life lessons, strengthen relationships with the parent and give insights into their parents and their self.

Der Euckenbund und die vierteljährlich erscheinende Zeitschrift des Bundes ("Die Tatwelt") existierten auch nach dem Tod Rudolf Euckens 1926 weiter. Seit 1928 betrieben die Witwe des Philosophen, Irene Eucken, und ihre Tochter Ida zudem ein "Rudolf-Eucken-Haus" als internationale Begegnungsstätte der Universität Jena. Auch der Sohn Euckens, der heute viel bekanntere Nationalökonom Walter Eucken, war zeitweise in der "Eucken-Bewegung" stark engagiert. Euckenbund, Euckenhaus und "Die Tatwelt" bestanden auch nach 1933 weiter und betätigten sich, subventioniert vom Auswärtigen Amt, in der deutschen Kulturpropaganda, ohne sich aber vom Regime im Sinne der NS-Ideologie,,gleichschalten" zu lassen. Im Jenaer Rudolf-Eucken-Haus fanden seit Mitte der 1930er Jahren philosophisch-wissenschaftliche Tagungen statt, an der eine ganze Reihe bekannter Geistes- und Naturwissenschaftler teilnahmen (u. a. Helmut Schelsky, Carl-Friedrich von Weizsäcker, Gotthard Günther, Pascual Jordan, Gerhard Ritter, Walter Eucken). Erst nach dem Tod Irene und Ida Euckens 1941/43 löste sich der Euckenbund auf. Die Studie verfolgt den Werdegang Rudolf Euckens, setzt sich mit seiner Philosophie und Weltanschauung auseinander und zeigt die programmatische und organisatorische Entwicklung der,,Eucken-Bewegung" und deren Aktivitäten auf. Allgemein beschäftigt sich die Arbeit mit den geistigen und politischen Befindlichkeiten des kulturkritisch gesinnten liberal-konservativen Bildungsbürgertums zwischen dem wilhelminischen Kaiserreich, der Weimarer Republik und dem Nationalsozialismus. The instructor in question had just reached the point in a worked problem when they could move from reasoning about specific numbers to stating a general principle: x≤y≤z, meaning that y—the value we sought—was always going (...) to be greater than or equal to one value (x) and less than or equal to the other (z). The student who had spoken had earned everyone's affection over the weeks, open about their difficulties with math, ready to risk being wrong, and to ask obvious questions that others may have been reluctant to owning. They had hung in there, despite presenting a classic case of math anxiety, a syndrome long recognized in the scholarship of teaching and learning.Among math anxiety's many symptoms, breathing disruption ranks high: hyperventilation (rapid breathing) and hypoventilation (barely or not breathing). When the energy-conserving parasympathetic nervous system is overtaken by the energy-expending sympathetic nervous system, the long exhalations that decelerate the heart rate are replaced by short, panting puffs from the upper lungs. The timed test provides the perfect environment for math anxiety to flourish. Stress diverts cognitive resources needed for procedural execution, so working memory consequently shrinks.Self-rated metrics for math anxiety have been in place for decades (Richardson and Suinn). Relatively trivial interventions can yield nontrivial results: deep breathing exercises and positive affirmations have a beneficial impact, as does writing about one's nerves immediately prior to an exam (Brunyé et al.). More systemic changes require a reorientation in teaching whereby conceptual mistakes are positively rewarded as opportunities for learning; students compose questions instead of answers; students solve problems together rather than perform solo (Boaler).Return now to that opening scenario to watch it become stereotype incarnate: the student was mature, Black, and female; the teacher, younger, white, and male; her comment was triggered by his shift from a specific [End Page 217] set of numbers into symbolic notation. There is robust evidence to demonstrate that certain demographics are consistently underrepresented in the U.S. math community: women and "African-Americans, Hispanics, American Indians, Alaska Natives, and Pacific Islanders," according to the Mathematical Association of America (MAA) ("Resources for Minority"). Routinely feeling that they do not belong, such groups are particularly vulnerable to math anxiety.Several remedies for such disparity suggest themselves: appointing more women and people of color in the profession; one-on-one tutorial assistance; research projects about the students' personal environment; privileging pre-test, low-stakes work over timed tests; assigning group rather than individual work. When all is said and done, however, such strategies "have little to do with mathematics content" (Martin 304). Mathematicians still need to be able to conceptualize, describe, and manipulate abstract objects, and there seems to be a suspicion that, at heart, abstraction is gendered masculine and colored white.It is possible that the rhetorical immediacy and context-dependence of Black English has misguidedly reinforced such a perception. For poet June Jordan, Black English "devolves from a culture that abhors all abstraction" (Jordan 367). Psychiatrist Alvin Poussaint asks, "Is there a way to say metamorphosis in Ebonics?" (O'Malley). Yet, despite Black English's avoidance of nominalization and similar verbosities that afflict academic prose, abstract logical reasoning flourishes in vernacular idiom, as linguist William Labov demonstrated half a century ago. Our aim is not to explain the asymptote in Black English but rather to consider a feature characteristic of those very minority cultures historically underrepresented in math—storytelling—and to ask how it may be foregrounded in mathematics, where it is decisively sidelined. Storytelling has been claimed by every culture and ethnic group at some point as the repository of wisdom, practical skills, religious beliefs, and shared identity and values; but when it gets corralled into the category of "fiction," and when it gets opposed to "fact," a narrowed concept of truth dispatches storytelling to kindergarten and recreational math.
